Careless driving causing serious bodily injury is elevated to a class 1 misdemeanor traffic offense, the same penalty level as careless driving causing death (previously only death triggered this higher penalty)

Each individual seriously injured or killed by careless driving constitutes a separate violation, allowing for multiple charges from a single incident

Victims of careless driving resulting in serious bodily injury are added to the definition of "crime" for victim rights purposes under Colorado law

Applies only to offenses committed on or after the effective date of the act
