Requires all Colorado institute charter schools, district charter schools, and local school boards to adopt and implement a written policy by January 1, 2026 allowing nonprofit youth service organizations to present to students on school campuses during the school day about extracurricular programs and enrichment activities

Defines qualifying youth service organizations as nonprofits that promote civic engagement, leadership development, social-emotional well-being, career readiness, or mentorship; do not discriminate based on disability, race, creed, color, national origin, ancestry, gender, or sex; and maintain a presence in the local community

Prohibits youth service organizations from communicating with students during instructional time; school principals or district leaders determine the time, place, and manner of presentations unless otherwise specified in the policy

Directs local education providers to consider age-appropriate restrictions for elementary, middle, and high school students, unintended burdens and costs, and evidence-based research on program outcomes when developing their policies

Requires each local education provider to post the adopted policy on its website before the start of the 2026-27 academic school year
