Updates annual license fees for retail food establishments in Colorado with a phased increase over three years (2026-2028), with fees varying by establishment type: restaurants/caterers ($481-$826 based on seating capacity), limited food service ($338-$475), grocery stores ($244-$624 based on square footage), and grocery stores with deli ($469-$1,276)

Adds new statutory definitions for "caterer," "grocery store," "grocery store with deli," "limited food service establishment," "mobile food establishment," and "restaurant" to clarify fee categories

Increases various administrative fees: plan review application fee from $100 to $155, maximum plan review fee from $580 to $900, equipment review maximum from $500 to $775, HACCP plan review maximum from $400 to $620, and site review fee from $75 to $120

Raises the portion of each license fee transmitted to the state Food Protection Cash Fund from $43 to $55 per establishment

Takes effect 90 days after final adjournment of the general assembly, with new fee schedules applying to establishments newly licensed on or after September 1, 2025
