Expands the Capitol Building Advisory Committee's jurisdiction over art and memorials to include the Capitol Building Annex and the Legislative Services Building, in addition to the existing State Capitol building

Requires proposals for art or memorials in public areas of all three buildings to be submitted to the Capital Development Committee for approval

Requires proposals for art or memorials on the surrounding grounds of the Capitol Building Annex or Legislative Services Building to receive approval from both the Capital Development Committee and the Governor

Authorizes the advisory committee to direct removal of unapproved art or memorials from all three buildings and their grounds

Expands allowable reasons for temporarily removing original capitol items from conservation only to include loan, exhibit, research, or disposition with committee approval
