Creates the Colorado Drug Donation Program allowing voluntary donation and redispensing of unused prescription drugs to eligible patients who are indigent, uninsured, or underinsured

Expands eligible donors to include wholesalers, pharmacies, health facilities, correctional facilities, manufacturers, VA hospitals, and individual members of the public

Permits donation of prescription drugs requiring refrigeration or special storage if the cold chain can be verified, but excludes controlled substances, compounded drugs, and medications dispensed outside the U.S.

Provides civil and criminal liability protection for donors, donation recipients, manufacturers, and others acting in good faith without negligence or willful misconduct

Prohibits resale of donated medicine for profit, though handling and dispensing fees are allowed; for-profit recipients' charges cannot exceed their cost of providing the medicine
