Creates the Provider Stabilization Fund to make payments to safety net providers (federally qualified health centers, rural health clinics, community behavioral health providers, and primary care providers with at least 50% low-income/Medicaid patients) serving low-income, uninsured populations

Funds the program through interest-free loans from the Unclaimed Property Trust Fund totaling $90 million over five years: $25 million (August 2025), $20 million (August 2026), and $15 million annually (August 2027-2029), with loan repayment required by January 1, 2045

Payments distributed proportionally based on the number of low-income, uninsured individuals (household income at or below 200% federal poverty level) served by each eligible provider

Establishes a 9-member Provider Stabilization Fund Advisory Board appointed by the Governor, including safety net provider representatives, consumer advocates, and a state department employee, with initial appointments by August 1, 2025

Appropriates $25 million for FY 2025-26, including $24.8 million for provider stabilization payments and $154,405 for administration (2.0 FTE)
