Establishes the Workforce Capacity Center within the State Department and Behavioral Health Administration to train providers in evidence-based models for the children and youth system of care, including high-fidelity wraparound and intensive in-home treatment

Center responsibilities include developing and conducting trainings, covering provider training costs, and providing ongoing technical assistance statewide

Quarterly reports to the Joint Budget Committee must include startup milestones, training offerings, monthly training numbers, certifications earned, Medicaid provider enrollment, and practice locations

January 2027 report must include an impact analysis and recommendation on whether to continue, reduce, or close the center

Program automatically repeals July 1, 2027
