Services in qualified residential treatment programs and psychiatric residential treatment facilities for Medicaid members in county custody are temporarily excluded from the statewide managed care system until July 1, 2026

State Department must develop policies by December 1, 2025 to transition these residential behavioral health facilities into the managed care system, in collaboration with the Department of Human Services and Behavioral Health Administration

Transition policies may address discharge planning, cross-system connections, standard utilization management, and step-down service plans

Full implementation of the managed care transition required by July 1, 2026

Removes previous requirement for written agreements between county departments, managed care entities, and the state department for residential child health-care program services
