Repeals provisions related to defunct entities and expired programs, including the Colorado jail standards commission oversight duties, completed petroleum storage tank fund transfers from 2020-2021, and the COVID-19 small business relief program

Corrects numerous incorrect statutory cross-references resulting from prior legislation, including references to firearm definitions, the Money Laundering Control Act, transit-oriented community definitions, and various fund citations

Alphabetizes and renumbers definitions in multiple sections to conform to standard drafting practices, including firearm-related definitions in section 18-12-101

Makes conforming amendments to update terminology, such as changing "Colorado work force development council" to "state work force development council," "opiate" to "opioid," and "Colorado mounted rangers" to "Colorado rangers"
