Creates the Colorado Sexual Assault Forensic Medical Evidence Review Board within the Department of Law, chaired by the Attorney General, with members appointed by August 1, 2025, to review protocols and make recommendations on medical, law enforcement, and criminal-legal responses to sexual assault

Requires accredited crime laboratories to analyze forensic medical evidence and upload results to the Combined DNA Index System within 60 days of receipt, subject to available capacity, funding, and personnel

Expands victim notification rights by requiring law enforcement to notify victims every 90 days when DNA analysis results are pending, with batch notifications during the first week of March, June, September, and December

Mandates a public-facing dashboard updated every 30 days showing DNA evidence backlog data including total caseload, turnaround times, tests completed, and CBI staffing levels, with semi-annual reports to all General Assembly members

Appropriates $112,365 from the general fund to the Department of Law for FY 2025-26, including $103,115 for 1.0 FTE and $9,250 for operating expenses; the act is designated as the "Miranda Gordon Justice for Survivors Act of 2025"
