State Auditor must conduct performance audits of the Air Pollution Control Division in 2026 and 2031 to assess statutory compliance, stakeholder access to benefits, and adequacy of funding and staffing levels

State Auditor must conduct performance audits of the Division of Unemployment Insurance in 2027 and 2032, including evaluation of whether division processes cause unnecessary delays

Audits must examine whether each division requested additional resources from the General Assembly and how appropriation decisions affected program implementation timing

Audits may not review rules not yet finalized but may consider proposed changes to current rules

Written audit reports must be submitted to the Legislative Audit Committee upon completion
