CO SB309

Authorizes the Legislative Council to approve agreements placing nonpartisan legislative policy fellows within the Legislative Council Staff to conduct research, prepare policy/fiscal/economic/technological analyses, and support legislators and committees

Prohibits agreements with any nonpartisan organization registered as a lobbyist with the Secretary of State

Requires the Director of Research to retain supervisory authority over fellows, including control over fellowship terms and conditions

Specifies that all work product created by fellows remains the property of the General Assembly during and after the fellowship

Takes effect 90 days after final adjournment of the general assembly, subject to potential referendum petition
