On June 30, 2025, the State Treasurer must transfer approximately $74.99 million in unspent federal Coronavirus State Fiscal Recovery Fund money from the ARPA cash fund to nine recipient funds including behavioral health, affordable housing, homelessness services, and transportation

On June 30, 2025, approximately $96.64 million in state money that did not originate from federal ARPA funds must be transferred back to the General Fund from various cash funds including economic recovery, revenue loss restoration, behavioral health, and housing funds

Allows ARPA money that was obligated before December 31, 2024 but becomes unavailable for its original purpose due to a "qualifying event" to be reclassified and spent on alternate eligible uses through December 31, 2026

Repeals the requirement for the Department of Public Health and Environment to use $6.12 million for health-care professional recruitment funded with refinanced ARPA money

Makes numerous technical amendments to prior session law appropriations adjusting the split between federal ARPA funds and General Fund money across multiple state agencies and capital construction projects
