Expands permissible uses of Proposition 123 affordable housing support fund to include capital construction and operating costs for Ridge View Supportive Residential Community and Fort Lyon Supportive Residential Community beginning in fiscal year 2025-26

Changes administrative cost funding from continuous appropriation to annual General Assembly appropriation starting in fiscal year 2026-27 for the Division of Housing and Division of Local Government

Clarifies the non-supplanting requirement: Proposition 123 funds must supplement (not replace) state funding for affordable housing, but violation only occurs when state revenue exceeds TABOR limits and total state housing support falls below 2022-23 levels

Defines "state funding support" for affordable housing to exclude certain fund sources including coronavirus recovery funds, Housing Development Grant Fund transfers, and Transformational Affordable Housing Revolving Fund transfers

Maintains existing program allocations: up to 50% for homeownership assistance, up to 45% for homelessness programs, and up to 5% for local planning capacity grants
