Requires the Auraria Higher Education Center and its three constituent institutions (Metropolitan State University of Denver, University of Colorado Denver, Community College of Denver) to establish baseline service level agreements by September 1, 2025, covering building operations, custodial services, campus police, and other shared services

Mandates an independent third-party comprehensive study of the Auraria campus examining governance structure, operations, financial supports, and service delivery models, with a report due by December 31, 2025

Redirects funding flow by decreasing fee-for-service contract appropriations to the three governing boards by $31,435,042 total and appropriating that amount directly to the Auraria Higher Education Center instead

Provisions for service level agreement requirements automatically repeal on July 1, 2026
