Requires emissions inspections for vehicles registered outside Colorado's ozone nonattainment program area but regularly operated within it, if identified as producing excess emissions through the clean screen program, effective April 1, 2027

Authorizes the commission to identify and regulate high-emitting motor vehicles, including those within model year exemption periods or registered outside the program area after failing an emissions test

Creates the Motor Vehicle Emissions Assistance Fund, funded by the first $1 million annually from air quality fines, to provide grants covering emissions inspection fees and necessary repairs for low-income vehicle owners participating in public assistance programs

Raises maximum emissions inspection fees from $15/$25 to $30 for model year 1981 and older vehicles and $50 for 1982 and newer vehicles, with commission authority to adjust fees within these caps

Transfers $5,674 on July 1, 2026 from the Air Account to the Colorado DRIVES Vehicle Services Account for implementation
