Amends Article II, Section 11 of the Colorado Constitution to create an exception to the prohibition on retrospective laws specifically for childhood sexual abuse cases

Authorizes the General Assembly to pass laws allowing victims of sexual abuse that occurred while they were minors to bring civil claims regardless of when the abuse happened

Permits the General Assembly to retroactively waive governmental immunity for child sexual abuse civil claims

Requires submission to voters at the November 3, 2026 election, with approval threshold of at least 55% voting "Yes/For" for the amendment to pass
