• Creates the "Prescription Drug Sourcing Transparency and Integrity Act" to prohibit pharmacy benefit managers (PBMs) and health-care consultants from knowingly making false or misleading statements about the legality or safety of lawful alternative prescription drug sourcing programs.

• Requires PBMs and health-care consultants to provide detailed cost information upon written request by self-funded employers or health benefit plan sponsors, including total drug cost, ingredient cost, dispensing fees, member-paid portions, and employer-paid portions for each prescription.

• Classifies violations as unfair methods of competition and unfair or deceptive acts in insurance, with escalating penalties: public letter of admonition for first violation, up to $1,000 for second, up to $2,000 for third, and PBM registration revocation or attorney general referral for fourth or subsequent violations.

• Allows self-funded employers and health benefit plan sponsors to contract for lawful alternative prescription drug sourcing programs, including federally authorized drug importation programs, without restriction.

• Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed by November 2026.
