SB25B-003 Summary

• Amends the November 2025 ballot language for a tax increase measure (Proposition MM) to expand its purpose from solely funding the Healthy School Meals for All program to also supporting supplemental nutrition assistance programs (SNAP) and nutrition education for low-income Coloradans.

• Modifies the tax measure to increase state taxes by $95 million annually on individuals earning $300,000 or more by limiting itemized or standard income tax deductions to $1,000 (single filers) or $2,000 (joint filers), with those earning $299,999 or less experiencing no tax increase.

• Expands the permissible uses of the Healthy School Meals for All Cash Fund to include implementing SNAP, providing SNAP outreach, and funding community-based nutrition education beginning July 1, 2026, in addition to existing school meal program uses.

• Establishes a tiered reserve calculation system (25-35%, 35-50%, and 50%+ thresholds) to determine how excess fund revenues are allocated between school meals programs and SNAP-related programs.

• Takes effect upon passage except for provisions related to fund expenditures, which become effective only if voters approve Proposition MM in November 2025.
