• Repeals Senate Bill 24-205's consumer protections for artificial intelligence systems and replaces them with broader anti-discrimination clarification.

• Declares that all existing Colorado discrimination prohibitions apply regardless of whether conduct is executed, facilitated, or scaled through digital, automated, algorithmic, artificial intelligence, machine learning, or other technological means.

• Limits liability for technology creators, publishers, and distributors to cases where they intentionally engage in, direct, or knowingly aid discriminatory conduct.

• Maintains existing burdens of proof, defenses, and remedies for discrimination claims without alteration.

• Takes effect January 1, 2026, unless subject to referendum petition, in which case voters must approve it at the November 2026 general election.
