Beginning January 1, 2027, pet stores in Colorado are prohibited from selling, leasing, bartering, auctioning, or otherwise transferring ownership of dogs or cats

Pet stores may still provide space for licensed animal shelters or rescues to display dogs and cats for adoption, provided the store receives no fee and animals are sterilized per regulations

Brokers (persons who sell pets bred by others for profit, in person or online) are prohibited from selling, leasing, or transferring ownership of dogs or cats

Exemptions include sales to government agencies, guide/signal/service dogs, transfers by animal shelters or rescues, sales by original breeders, transfers by bona fide owners (limited to three per calendar year), and health-related research facilities

Local governments retain authority to enact laws more stringent than state requirements
