Increases council membership from 12 to 15 members, adding one library professional, one instructional design expert, and one administrator

Extends the annual reporting requirement on open educational resources from December 1, 2026 to December 31, 2031

Changes reporting metric from courses using open educational resources as "primary resources" to courses that are "zero textbook cost" for students

Renames the "informational technology expert" council position to "academic technologist"
