Removes insurers from the definition of "victim" for criminal restitution purposes under Colorado law

Insurers who paid claims due to a contractual relationship with a crime victim can no longer receive restitution through the criminal court process

Insurers retain the right to file civil lawsuits against offenders to recover losses they suffered due to their contractual relationship with the victim

Effective date is August 12, 2026 (90 days after legislative adjournment), unless a referendum petition is filed
