Creates a new diploma endorsement for bilingualism (speaking, listening, and understanding English and another world language) in addition to the existing biliteracy endorsement (which also requires reading and writing proficiency)

Expands pathways for students to demonstrate English proficiency, including meeting college and career readiness standards or completing requirements for redesignation of multilingual learners

Allows students in districts without biliteracy or bilingualism programs (currently only 55 of 179 Colorado school districts offer the seal) to access endorsements through department-certified higher education institutions or educational nonprofits

Requires the Colorado Department of Education to certify approved entities and set uniform educational requirements for endorsements offered outside of school districts

Permits approved entities to charge fees reflecting actual and indirect costs, with fees paid by the student's local education provider rather than the student
