Expands the Colorado Commission on Higher Education from 11 to 13 voting members by adding 2 student members appointed by the governor with senate consent

One student member must be enrolled at a state-supported graduate research university or 4-year institution; the other must be enrolled at a community college, local district college, or area technical college

Student members serve 2-year terms (compared to 4-year terms for other members) and may continue serving through their term's end even after graduation

Reduces the advisory committee to the commission from 13 to 12 members by eliminating the designated student representative position

Governor must make initial student member appointments by July 1, 2027; effective date is August 12, 2026 (absent referendum petition)
