Creates the Colorado Data Center Development Authority within the Office of Economic Development, consisting of 9 appointed members with expertise in energy, water, data centers, and construction trades

Establishes a 100% state sales and use tax exemption for 20 years (extendable by 10 years) on qualified purchases for certified data centers that commit to investing at least $250 million in infrastructure within 5 years and creating jobs paying at least 110% of the county average wage

Requires certified data centers to meet environmental standards including LEED Gold certification or equivalent, closed-loop water cooling systems, and clean backup power generation meeting EPA Tier 4 emissions standards

Allows regulated utilities to submit targeted resource acquisition applications to the Public Utilities Commission for meeting large-load customer needs (100+ megawatts), with requirements that resource portfolios target a 3:1 ratio of carbon-free to emitting sources through 2039

Mandates compliance with prevailing wage requirements, craft labor standards, and apprenticeship utilization for data center construction and associated utility infrastructure projects
