Creates a fallen firefighter special license plate available beginning January 1, 2027, or when the Department of Revenue is able to issue them, for motorcycles, passenger cars, trucks, and recreational vehicles under 16,000 pounds

Requires applicants to obtain a certificate from a department-designated nonprofit confirming a donation was made; eligible nonprofits must be Colorado-based, tax-exempt, in existence for at least 15 years, and provide services such as counseling, legal aid, or scholarships to families of firefighters who died in the line of duty

Imposes two additional one-time fees of $25 each beyond standard plate fees: one credited to the Highway Users Tax Fund and one to the Colorado DRIVES vehicle services account

Allows applicants to request personalized versions of the fallen firefighter plate for an additional fee

Takes effect August 12, 2026, assuming standard legislative adjournment and no referendum petition
