Removes the requirement that TNCs must first receive written notice of a driver's discriminatory conduct before penalties can be assessed

Changes TNC reporting requirements from annual to monthly for instances where drivers refuse to transport passengers

Requires TNCs to provide an accessible, conspicuously located mechanism on their digital platform for consumers to report driver refusals to transport them

Requires the Public Utilities Commission to anonymize the monthly TNC reports and make them publicly available
