HB 26-1055: My Colorado Card Pilot Program

• Creates a pilot program in the Department of Public Health and Environment providing students in grades 6-12 with physical or digital cards to access museums, libraries, recreation centers, parks, arts organizations, and other cultural facilities statewide

• Requires the department to select pilot communities by December 30, 2026, representing urban, rural, and rural reservation communities, with priority given to "opportunity deserts" where youth lack access due to economic, geographic, or transportation barriers

• Each selected pilot community must appoint a coordination team of at least 7 members including educators, community organizations, elected officials, businesses, parents, and students to support youth participation

• Data collected is limited to nonidentifying participation information and cannot be used for law enforcement, immigration enforcement, or disciplinary purposes

• Program repeals September 1, 2031; annual reports due to legislative committees beginning December 1, 2027, covering participation rates, outcomes, challenges, and recommendations
