Prohibits pharmacy benefit managers (PBMs) and health-care consultants from knowingly making false or misleading statements to self-insured employers about the legality or safety of lawful prescription drug optimized sourcing programs, including international drug importation programs

Requires PBMs and health-care consultants to provide detailed prescription drug cost information upon written request from self-insured employers, including total drug cost per claim, member-paid portion, plan-paid portion, and national drug code with quantity/strength/days of supply

Authorizes pharmacy stewardship programs and prescription drug optimized sourcing programs under state law when compliant with federal law, recognizing them as effective cost-containment tools for self-insured employers

Classifies violations as unfair methods of competition and deceptive practices in the business of insurance, with each day of continued violation constituting a separate offense; enforcement by the Commissioner within existing appropriations

Takes effect August 12, 2026 (90 days after legislative adjournment), unless a referendum petition is filed
