Colorado gains criminal jurisdiction over defendants located outside the state when their conduct causes harm to victims located within Colorado, regardless of whether the defendant knew the victim was in Colorado

"Result" is expanded to include injury, loss, or damage to things of value, constitutional rights and privileges, access to information (including electronic data), and victim identity theft

Specifically targets fraud and cross-border schemes affecting Colorado's elderly population, who are identified as the most frequent victims of such crimes

Effective July 1, 2026, applying only to offenses committed on or after that date
