Expands Medicaid reimbursement for medication-assisted treatment (MAT) in jail settings from only opioid treatment programs to all licensed providers authorized to prescribe, dispense, or administer MAT

Transfers licensing authority for secure transportation providers from county boards of commissioners to the Colorado Department of Public Health and Environment, effective January 1, 2027

Allows entities that contract with law enforcement agencies to provide secure transportation for individuals experiencing behavioral health crises, removing the previous exclusion

Establishes a right for persons detained for emergency mental health holds to not be transported by a certified peace officer if alternative secure transportation options are available, prioritizing secure transportation providers, behavioral health crisis response teams, private ambulance providers, and private EMS providers

Requires certified peace officers taking someone into protective custody to advise the person they are not under arrest and have not committed a crime, and requires court petitions for evaluation to include any known history of assault, weapons possession, or prior mental health holds
