Expands permissible uses of the diseased livestock indemnity fund beyond paying indemnity to livestock owners whose herds were slaughtered or destroyed due to infectious disease exposure

Authorizes the Commissioner of Agriculture, upon recommendation of the State Veterinarian, to use fund money to prepare for and respond to infectious/contagious diseases and biological or chemical contaminants threatening livestock

Renames the fund to "livestock health preparedness, response, and diseased livestock indemnity fund"

Preserves existing funding streams: unexpended appropriations for animal health division personnel services and civil penalties collected under the Livestock Health Act

Takes effect August 12, 2026, assuming adjournment on May 13, 2026, unless subject to referendum petition
