Expands the Executive Committee of the Legislative Council's authority to establish policies allowing legislators to participate remotely in meetings of joint committees comprised of members from both the House and Senate at any time during the year, not just during the interim period

Current law only permits remote participation policies for interim committee meetings and during disaster emergencies

Excludes joint meetings of House and Senate committees of reference from this expanded remote participation authority

Members participating electronically in interim committee meetings remain eligible for compensation but cannot receive reimbursement for expenses related to electronic participation

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
