Removes the prohibition preventing counties, cities and counties, and municipalities from locating automated vehicle identification systems (AVIS) on federal interstate highways

Allows local governments to issue violation notices and civil penalty assessments for traffic violations detected by AVIS on interstate highways, a power previously reserved only for the state

Expands the locations where local governments can use AVIS to include state highways in addition to existing authorized areas like school zones, residential neighborhoods, construction zones, and streets bordering parks

Takes effect August 12, 2026 (90 days after adjournment), unless a referendum petition is filed, in which case it would require voter approval in November 2026
