Limits each General Assembly member to introducing no more than 3 bills per regular legislative session, reduced from the current 5-bill limit under joint rules, beginning with the 76th General Assembly

Exempts appropriations bills and bills recommended by interim committees created by statute or executive committee resolution from the 3-bill limit

Allows legislative leaders (President, Majority Leader, and Minority Leader of the Senate, or Speaker, Majority Leader, and Minority Leader of the House) to grant exceptions if at least 2 of the 3 leaders approve

Exceptions may only be granted for bills requested by legislative committees, emergency matters requiring action before the next session, or corrections of technical/clerical errors in bills already passed

Takes effect August 12, 2026, unless a referendum petition is filed, in which case voters would decide in November 2026
