Shifts responsibility for claiming and transmitting federal Title IV-E reimbursements from the board to the Department of Human Services for programs offered by the Department of Early Childhood

Requires an independent evaluation of the trust fund's administrative costs, cost-effectiveness, and impact on reducing child abuse, with a report due to legislative committees by November 1, 2029
