Requires county clerks to use a team of bipartisan election judges, rather than a single election judge, to verify signatures on mail ballot return envelopes in all mail ballot elections

When the bipartisan team determines signatures do not match, only one additional election judge (of any party affiliation) must review, reduced from the current requirement of two additional judges of different parties

Secretary of State must adopt rules establishing procedures for using bipartisan election judge teams to process mail ballots

Signature verification devices may still be used by bipartisan teams, with manual review by the team required when the device cannot confirm a match

Effective date of August 12, 2026, unless a referendum petition is filed, in which case the measure would go to voters in November 2026
