Requires all interscholastic and intramural athletic teams sponsored by schools or athletic associations to designate participants as male/men/boys, female/women/girls, or coeducational/mixed based on biological sex

Prohibits male students from participating on teams designated for females, women, or girls; females may participate on male teams only if no female team is available for that sport

Defines "female" as an individual whose biological reproductive system is organized around the production of ova, and "male" as an individual whose reproductive system is organized around the production of sperm

Prohibits state agencies, licensing organizations, and athletic associations from taking adverse action against schools for maintaining separate female athletic teams

Authorizes the Commissioner of Education to take remedial action against public schools or postsecondary institutions that intentionally refuse to comply after receiving notice and a reasonable time to correct noncompliance
