Requires ballot titles for initiated statewide measures that increase state expenditures without identifying sufficient revenue sources to list the three largest program areas where state spending would be reduced, along with the estimated dollar amount of reductions in the first full fiscal year

Mandates the ballot title follow a specific format: "...will reduce state expenditures for program areas that include [three largest areas] by an estimated [dollar figure]..."

If the ballot measure specifies which public services or programs would be reduced, those must be named in the ballot title; if the specified reductions are insufficient to cover the full cost, both the measure's named programs and the three largest expenditure areas must be listed

Requires the ballot information booklet to include a description of how measures that increase state expenditures would affect the three largest areas of program expenditure

Takes effect August 12, 2026, and applies to initiative petition drafts submitted for title setting on or after that date
