Protects parents from state investigation, penalties, or termination of parental rights for refusing to consent to such interventions; requires schools, providers, and government entities to disclose to parents any minor's expressed desire to transition

Establishes 20-year statute of limitations (from age 18) for civil lawsuits by individuals who underwent prohibited interventions as minors

Classifies violations as a class 5 felony with mandatory maximum imprisonment and fines; requires permanent revocation of professional licenses for health-care and mental health providers who violate the law
