Public health facilities offering labor and childbirth services are prohibited from denying, restricting, or conditioning full medical staff privileges to certified nurse midwives or certified midwives solely based on their licensure type

Licensed midwives must receive direct admitting and discharge privileges without requiring cosignature by a medical doctor or doctor of osteopathy

Midwives granted privileges must have the same voting rights and privileges as other members of the medical staff

Applies only to midwives with prescriptive authority who are engaged in independent practice within their scope of practice

Effective date is August 12, 2026, unless a referendum petition is filed, in which case voters would decide in November 2026
