Creates a working group to study how to implement Colorado's College Opportunity Fund for incarcerated individuals, including whether fee-for-service contracts with higher education institutions need modification

Working group includes representatives from Adams State University, Trinidad State College, Pueblo Community College, University of Colorado Denver, Colorado Community College System, Department of Corrections, and a financial aid expert in Second Chance Pell Grants

Executive Director of the Department of Higher Education must convene the working group, with appointments due by July 1, 2026 and first meeting by July 31, 2026

Working group must meet at least three times and submit findings and recommendations to the House and Senate education committees by December 1, 2026

Members receive no compensation or expense reimbursement, and the statute automatically repeals on July 1, 2027
