Creates the Colorado School District Superintendents Council within the Department of Education to review and vote on all proposed guidance policies before they can take effect

Council must review, discuss, and vote on proposed guidance policies within 45 days of receiving them from the Department; policies cannot go into effect until the council takes formal action by majority vote

Council membership consists of 11 voting members: 5 superintendents from districts serving fewer than 6,000 students, 5 from districts serving 6,000+ students, and 1 representative from a statewide superintendents entity appointed by the Governor

Council may make legislative recommendations to the State Board of Education and General Assembly, request funding, accept grants, and must submit annual recommendations to education committees by December 31

Effective date is August 12, 2026, subject to potential referendum petition
