Sets public trustee salary at $12,500 per year in counties where the county treasurer serves as public trustee, replacing the previous tiered salary structure based on county class

Eliminates the requirement that governor-appointed public trustees follow the state Procurement Code for purchases of $20,000 or more

Requires lien assignments to be recorded at least 15 calendar days prior to the foreclosure sale date for the holder's redemption rights to be valid

Allows unclaimed foreclosure sale overbids of $25 or more to either be transferred to the state treasurer under the Unclaimed Property Act or held by the county treasurer under a county resolution regarding unclaimed funds

Establishes time limits for omitted party actions: civil actions must be filed within 365 calendar days of recording the notice of election and demand or 180 calendar days after the foreclosure sale, whichever is greater
