Repeals existing Colorado guardianship provisions for incapacitated adults and replaces them with updated provisions based on the Uniform Guardianship and Protective Proceedings Act drafted by the Uniform Law Commission

Establishes a comprehensive bill of rights for adults subject to guardianship, including rights to dignity, freedom from abuse, personal privacy, religious expression, participation in decisions affecting their care, and communication with others

Prohibits courts from establishing full guardianship when limited guardianship, protective arrangements, or less restrictive alternatives such as supported decision-making, technological assistance, or representative payees would meet the respondent's needs

Expands procedural protections by requiring clear and convincing evidence for guardianship appointments, mandating hearings within 60 days of petition filing, guaranteeing respondents' right to attend hearings and be represented by counsel, and requiring court-appointed visitors to interview respondents

Limits guardians' authority to restrict communication, visitation, or social interactions between adults subject to guardianship and third parties, requiring court authorization for restrictions lasting more than 7 days for family members or 60 days for others
