Redirects $2 of each late vehicle registration fee from the Highway Users Tax Fund (HUTF) to the Colorado DRIVES vehicle services account, effective July 1, 2027

Authorizes the Department of Revenue to charge a fee for missed appointments or cancellations within 24 hours for driver's license, ID card, or related services, effective August 12, 2026

Redirects fees for personalized license plate registrations from the HUTF to the DRIVES account starting July 1, 2026, while maintaining the existing $2 remittance to county general funds

DRIVES account funds support the development and operation of Colorado's driver's license, vehicle registration, and identification systems, as well as the motorist insurance identification database program
