Expands eligibility for closed-circuit television testimony from children under 12 to children under 18 years old.

Creates a rebuttable presumption that child witnesses and witnesses with intellectual and developmental disabilities will suffer serious emotional distress or trauma from testifying in the defendant's presence.

Updates the definition of "closed-circuit television" to include digital and wireless technologies for private audio and video transmission.
