Secretary of State must conduct annual change of address searches using a third-party credit bureau to verify voter addresses, starting June 1, 2027 for odd-numbered years and February 1, 2028 for even-numbered years

Only voter names, birth years, and residential addresses may be transmitted to the credit bureau; participants in address confidentiality programs and confidential voters (including first responders) are excluded

Credit bureau must compare data within 30 days, then transmit a list of address discrepancies to the Secretary within another 30 days for distribution to county clerks

Credit bureau agreement must comply with state Procurement Code, meet existing technological security requirements, and prohibit selling or disclosing voter registration information

County clerks review discrepancies and take action at their discretion under existing law; data does not constitute proof of address or require changes to voter registration
