Creates the Pesticide Product Disposal and Container Recycling Enterprise within the Department of Agriculture, effective January 1, 2027, to manage end-of-life pesticide products and container recycling for commercial and private applicators statewide.

Establishes a board of directors consisting of State Agricultural Commission members to administer the enterprise and organize disposal/recycling events at predictable intervals across diverse geographic locations in Colorado.

Imposes two fees beginning in fiscal year 2026-27: a pesticide product disposal fee on applicators who use the disposal services, and an annual pesticide registration product disposal and container recycling fee on companies registering pesticides for sale or distribution in Colorado.

Creates the Pesticide Product Disposal and Container Recycling Enterprise Cash Fund to receive all fee revenue, with money subject to annual appropriation by the General Assembly.

Requires annual reporting to legislative agriculture committees starting April 1, 2028, detailing fees collected, disposal event locations and times, types and amounts of pesticides disposed, and outreach activities conducted.
